Apply button in form

I would like to show the pulsant only applies to registered users who login.

View the form, in public mode, but without save button
By logging in, show the save button

How can I fix it?

Any particular reason you want the editable form view for guests, rather than the details view? If you set the "Edit rows" ACL on the ist to "Registered", you'll automatically get a non-editable view for guests.
