If anyone else gets this error code, it is because you have static text in your twitter plugin for a form. I was using a test message to confirm that it worked. Sometime later I had forgotten about that plugin and was testing the look of that form. After numerous submissions, I began to get 403 : Status is a duplicate. It took me 30 minutes but I tracked the source of the error down to a static text "tweet template" on that form. If you just make sure to include at least one field element then each status will become unique text and you shouldn't receive this message.
