Is there any way to restrict file length while uploading a file using file-upload element?

what is Obfuscate filename for?Is this relating to this?

Although the wiki says that "obfuscate" adds random characters to the name, I think it actually replaces the name. So yes, you should be able to use that feature to limit name length.
