User groups access failed

Description on example.
1. I made a table, which can fill users with access level "??????? ??? ?????????????" (screenshots for table and element attached).
2. I'd like to test is it still possible for users from different group and other access level to add records to this form. In User Groups Having Viewing Access for ""??????? ??? ?????????????" (screenshot) it looks like users with "?????? ??? ?????????????" cannot get such access.
3. User "???????" with access level "?????? ? ????? ?????????????? ??? ?????????????" (screenshot), who cannot add, after log in can add records to this form! (screenshot). It is terrible!

In Joomla2.5 access levels are inherited from group parent:

your 'Author' is group parent of all these other groups,
'Author' has ??????? ??? ????????????? access
so Editor, Publisher and all your other groups have ??????? ??? ????????????? access, too.
Try with unchecking ??????? ??? ????????????? from 'Author'

Same with your add access level.
