Warning and Incorrect Validation in Time Element

Hello i using a Search Form and i try to make some validation to the Time element, the idea is that the user selecet in "A la hora" (to time) need to be always high than the "De la hora" (From Time), i set the validations but is not working i cant find why try many test same results and also i get a Warning messsage
