email list plugin doesnt work

why email list plugin doesnt work , i have a list and when implement email plugin doesnt send to user group ??

The option to send to a user group is in the email FORM plugin.
So what are you trying to do?

I have a dbjoin element in the form which have status values ( received, waiting payment, payment done ) I need when a user edit the form and change this element to waiting payment , so email sent to specific users group ? Can u help plz , thanks

Sorry if I asked same question but I tried it using email list plugin but also don't work ! Can u plz explain to me how to figure it out ?
