The 'isiban' validation hasn't yet been ported to 3.0. I wrote it in 2.x as a piece of custom work for a specific client, who hasn't (yet) requested it for 3.x.
It'd be about an hours work to take the latest php-iban class code (the open source code I based 2.x's validation on) and recreate a validation for 3.x.

it's not particularly difficult, just a little time consuming.
As usual with requests for new Fabrik features, you essentially have two choices ... wait until there is enough general demand for it that we go ahead and do it, or pay us to do it. In the latter case, what we usually do, for features which will be freely available, is split the cost. So I'd charge you for about half an hour of my time.
