If I wanted to use a generic name for the link on a file uploade instead of the file name with extension.
Is there a field or plugin to do this?

Not sure what you mean.
You need to alias, so instead of the URL to the file being /your/uploads/foo.xyz, it's just /your/uploads/foo?

In the fear of sounding down right not intelligent. Do I need to build a custom script to do this. I?ve looked at the options on this and don?t see the ability to creat an alias

That was a question.
Correct, there is nothing built in to do aliasing. And there's really no way of doing it. Direct links to files are completely out of our control, that's all done by the web server. The only way to alias a direct link is through a .htaccess file, and it's not practical to try and add and remove redirects on the fly in that.
