Urgent: Offset X Y of popup window does not work

I'd like to have a form open up in a pop up but although it picks up the right height/width, there is no way to have the offset working: the window allways opens at the bottom of the screen.

The right parameters are recorded in the list though.
I don't have any JS error on the page.

The url of the page is http://www.betterliving.be/keisnijders/index.php/het-tienduizendste-exemplaar - click on "ik dien een voorstel in".

I need to have an X offset of 330px and Y of 32px.
Tested on Chrome an FF - Git 254

Sorry, but it is quite urgent.

In fact, it should open in the middle of the window, because if you set an offset, it would be off on mobile device.

For the moment, I think the X offset is set to the center of the window, but for the Y, it is the top of the popup that is centered, while it should be the Y center.
