validation user

Hi,
I'd like that a form were filled by only the users who have already filled another form.
I think I would need a validation to do that. How can I do?

You would need to use a php form plugin set to run on 'before the form data is loaded'
It would need to query the database to find out if the user had previously entered records in the first form and if they had not redirect them to that form.

Please could you make (whether possible) an example about what to write into the php form plugin? Any form names is ok. I would like only to learn.
