Best way to allow or not allow activate registers

Imagine we have a list with 20 registers...

In each register we have a radio button element to activate as "yes" or "not" - if is activate - i show the register
if is not activate - i don´t show the register .. in other page.

till here is ok -----------

Now i would like to add a suscription for the customers.

Then the customer will select a suscription, and depending of the suscription, will allow activate or not activate different number of registers.

for that i create a dropdown element named "status"

For example.
If suscription "status" is "0" - customer didn´t pay --> a pop up window appears to make the suscription
If suscription "status" is "1" - customer pay - basic suscription - allow activate "only" 3 registers
if suscription "status" is "2" - customer pay - gold suscription - allow activate "only" 6 registers
if suscription "status" is "3" - customer pay - platinum suscription - allow activate "only" 15 registers

the idea is create 2 plugins in the list
1 plugin - to know if the customer pay-- if pay is ok -- if not payed - show pop up to go to pay
2 plugin - once the customer pay - activate or not activate the diferent number of registers depending of the suscription type.

which would be best way to create plugin 1 and plugin 2 ??

maybe would be better create only 1 plugin?
