No!
The problem is that you HAVE installed 3rd party (= not original Joomla) stuff which is overriding Joomla's standards and so breaking Fabrik functionality.

Do I have to uninstall some plugins or components?

I don't know your setup.

Something is creating those URLs on your site (component, plugin, server redirect).
As I've said

The Fabrik PDF button is creating a link like
your-site/index.php?option=com_fabrik&view=details&formid=152&rowid=17&format=pdf&Itemid=586

which is looking like

.../details/17/?format=pdf

with Joomla SEFs.
What are your SEF settings?
Did you enable "Add suffix"? If yes, set it to NO.

You say

If you disable the SEF URL the pdf is generated, but the site links do not work, they always stay on the home page.

So there's something strange with your SEF URLs. Non SEF URLs must work in any case.
